MINUTES OF THE ATTICA TOWNSHIP BOARD
Held on April 9th, 2009

At a meeting of the Attica Township Board held on April 9th, 2009, at the Attica Township Hall, 4350 Peppermill Road, Attica, Michigan. The meeting was called to order at 7 p.m. by Supervisor Ochadleus. PRESENT: Supervisor Al Ochadleus, Clerk Nancy Herpolsheimer and Trustee Richard Lacey. ABSENT: Treasurer Pam Mason and Trustee Phillip Madeline. ALSO PRESENT: Attorney Michael Gildner and the public per the Sign-In Sheet attached.
The minutes of the March 12th, 2009 regular Board meeting were reviewed by the Board; and there being no additions, corrections or deletions;
MOTION by Lacey, seconded by Madeline to approve the March 12th, 2009 Attica Township Board minutes as presented. A vote was taken. Ayes: All; Nays: None. Absent: Two (Mason and Madeline) MOTION CARRIED.
CORRESPONDENCE:
1. Construction Code Authority: Supervisor Ochadleous reported that there were
zero building permits in March.
2. Charter Communications: Supervisor Ochadleous reported that Charter Communications is in Chapter 11 bankruptcy but will provide service as usual and franchise fees will be paid. The franchise fees go towards paying the street light electric bill.
TREASURER’S REPORT: Supervisor Ochadleous gave the following Treasurer’s Report: Beginning Balance of $355,889.36 receipts of $73,790.01; Distributions of $46,196.83 Interest of $60.69; for a New Balance of $383,543.23
MOTION by Lacey, seconded by Herpolsheimer to approve the Treasurer’s Report as presented. A vote as taken. Ayes: All; Nays: None. Absent: Two (Mason and Madeline). MOTION CARRIED.
POLICE REPORT: Supervisor Ochadleus reported that 214 calls were received in the month of March, 123 of the calls were handled by Township deputies.
OLD BUSINESS:
1. Ride for Hope: Kelly Forfar, representing Ride for Hope, explained the fundraiser they would like to hold at Attica Park again this year. Supervisor Ochadleous asked Ms. Forfar to supply the board with an itinerary and all information regarding the Ride for Hope event that will be held at Attica Park on June 27th, 2009.
NEW BUSINESS:
1. Museum: Supervisor Ochadleous indicated the Financial Update on the museum that was in each board member’s packet and reported that the Tri-City Times did an excellent article about the museum.
2. Budget Process: May 21st, 2009 at 7 p.m. was set as the date and time for the Budget Workshop Session. Supervisor Ochadleous explained that the future of Revenue Sharing is uncertain and one third of the Township’s revenue comes from Revenue Sharing. Supervisor Ochadleous stated that he feels the Board needs to be ultraconservative when it comes to spending and he recommends no wage increases.
3. GLTA: Supervisor Ochadleous reported that there have been several requests from residents for GLTA buses to serve Attica. Supervisor Ochadleous has contacted the director of GLTA but has not had a response yet, he will bring information to the Board once he has it.
4. Barrett Paving: Supervisor Ochadleous reported that in 1974 the ZBA granted a 99 year variance to mine gravel at the Barrett Paving, Inc, gravel mine with each successor granted an option to mine. Supervisor Ochadleous and Zoning Administrator Bud Fackler met with a representative from Barrett Paving and they were very cooperative and will keep dust down on Belle River Rd.
5. Temporary Mobile Home Permit: Residents Bruce and Sheryl Richardson and Travis Triplett of ABIE Mobile Housing requested a temporary mobile home permit to put a mobile home on their property while their home is being repaired because of the recent fire which destroyed part of their home.
MOTION by Herpolsheimer, seconded by Lacy to grant a temporary mobile home permit to Bruce and Sheryl Richardson for six months with the option of a ninety day extension if needed and a $1,000 cash bond will be put up by Bruce and Sheryl Richardson. A vote was taken. Ayes: All; Nays: None. Absent: Two (Mason and Madeline). MOTION CARRIED.
6. Scout Presentation and Request: Scout Dan Holbrook of Troop 144 is working toward his Eagle Scout level and presented the Board with plans and explanation to build two baseball dug outs at one of the Attica Park baseball diamonds.
MOTION by Lacey, seconded by Herpolsheimer to authorize Scout Dan Holbrook to purchase $1,278.34 of supplies, to be put on the Attica Township account at Mortimer Lumber, and to build two dug outs on Attica Park baseball diamond number one. A roll call vote was taken. Herpolsheimer: Aye; Ochadleous: Aye and Lacy: Aye. Ayes: All; Nays: None. Absent: Two (Mason and Madeline). MOTION CARRIED.
COMMITTEE REPORTS
1. FIRE: Chief Warford reported:
a) The fire department has been very busy with thirteen fires in March
with three of the fires being structure fires.
b) In 2008 there were 67 total fire runs so far, in 2009 there have been
34 runs.
c) The Fire Department is holding a Spaghetti dinner and auction on
Saturday, April 11th.
d) He will work with Scout Holbrook on the baseball dug outs.
2. PARK: Park Manager Madeline is on vacation; Duane and Jerry have been working getting the park ready for summer.
3. PLANNING COMMISSION: Supervisor Ochadleous reported that a Public Hearing for the clearzoning® has been scheduled for next month.
4. ATTORNEY REPORT: None.
5. AMBULANCE: None.
6. CEMETERY: Supervisor Ochadleous stated that he has received many positive comments on the clean up being done at the cemetery by Bill Winslow.
7. COMMISSIONER REPORT: Commissioner Linda Jarvis reported:
a) The commissioners have been working on cutting one million dollars
from the county budget.
b) A bill to capture special millages by villages and cities has been sent to
Representative Daley and Senator Gilbert.
c) Lincoln Day is the 25th of April.
8. BOARD: None.
10. PUBLIC:
a) Dana Eubank of Michigan Christian Youth Camp stated that he was approached to put up a tower on the property. Supervisor Ochadleous advised Mr. Eubank to go to the Planning Commission with the request.
b) Theresa Spencer of Oregon Township attended the meeting to observe for a class she is taking at the University of Michigan.
REVIEWING AND PAYING BILLS:
The bills were reviewed by the Board in the amount of $52,439.57 as amended and there being no questions:
MOTION by Herpolsheimer, seconded by Lacey to approve the bills as amended. A roll call vote taken. Lacey: Aye; Herpolsheimer: Aye; and Ochadleous: Aye. Ayes: All; Nays: None. Absent: Two (Mason and Madeline. MOTION CARRIED.
There being no further business before the Board, MOTION by Lacey seconded by Herpolsheimer to adjourn the meeting at 8:10p.m. A vote was taken. Ayes: All. Nays: None. MOTION CARRIED.
