       MINUTES OF THE ATTICA TOWNSHIP BOARD

 

Held on July 9th, 2009

At a meeting of the Attica Township Board held on July 9th, 2009, at the Attica Township Hall, 4350 Peppermill Road, Attica, Michigan.  The meeting was called to order at 7 p.m. by Supervisor Ochadleus.  PRESENT:  Supervisor Al Ochadleus, Clerk Nancy Herpolsheimer, Treasurer Pam Mason, Trustee Richard Lacey and Trustee Phillip Madeline. ABSENT: None.  ALSO PRESENT: Attorney Michael Gildner and the public per the Sign-In Sheet attached.

 

The minutes of the June 11th, 2009 regular Board meeting were reviewed by the Board; and there being no additions, corrections or deletions;

 

MOTION by Lacey, seconded by Madeline to approve the June 11th, 2009 Attica Township Board minutes as presented.  A vote was taken.  Ayes: All; Nays: None. MOTION CARRIED.

 

CORRESPONDENCE:   

 

1.         Symphony of Praise:  Supervisor Ochadleus informed the Board and the public of an invitation he received for a concert presented by the North Goodland Baptist Church and First Baptist Church of Attica on July 19th, 2009.

 

2.         Township Elimination E-mail:  Supervisor Ochadleus shared an e-mail he received which warned of the possible elimination of townships.

 

3.         MTA Legislative Alert:  Supervisor Ochadleus discussed a recent MTA Legislative Alert regarding deep cuts to local government appropriations.

 

TREASURER’S REPORT:   Treasurer Mason gave the following Treasurer’s Report:  Beginning Balance of $446,178.21 receipts of $9,956.84; Interest of $62.72 Distributions of $121,431.25 for a New Balance of $354,766.52. Public Safety has $10,553.59; Fire Millage has $24,374.36 and there is $2,238.38 in the Lake George Road Special Assessment account.  There is a C.D. in the amount of $70,911.00.

 

MOTION by Lacey, seconded by Madeline to approve the Treasurer’s Report as presented. A vote as taken. Ayes: All; Nays: None. MOTION CARRIED.

 

POLICE REPORT:    Deputy Kardell gave the following police report: 180 calls were received in the month of June, with 118 of them handled by the Township’s deputies. Deputy Kardell reported that there has been a rash of burglaries in Lapeer County and advised residents to be aware of and report suspicious vehicles.

 

OLD BUSINESS:   None.

 

NEW BUSINESS:  

 

1.          Approval of July 1, 2009 to June 30, 2010 Budget:

 

            Supervisor Ochadleus summarized the 2009-2010 Budget which was presented at last month’s (June 11, 2009) Board meeting.

 

MOTION by Lacey, seconded by Mason to approve the 2009-2010 Budget as presented at the June 11, 2009 Attica Township Board meeting. A vote was taken. Ayes: All; Nays: None. MOTION CARRIED.

 

2.         Dean Campbell Issue:

 

            There was lengthy discussion regarding Dean Campbell burning prohibitive materials late at night. Attorney Gildner will take the last incident involving Mr. Campbell to court.

 

3.         Hall Rental Tracking:

 

            Supervisor Ochadleus explained that he would like to track the hall and pavilion rentals for this fiscal year to determine costs and expenses. Valerie Schultz will prepare a spread sheet tracking deposits, rentals and expenses, etc.

 

4.         Museum Readiness:

 

            Supervisor Ochadleus reported that the museum is there but a knowledgeable person is needed to set up the museum. Supervisor Ochadleus suggested Janet O’Donnell be hired as curator of the museum.

 

MOTION by Madeline seconded by Herpolsheimer to approve hiring Janet O’Donnell as curator of the museum for a maximum of 500 hours at a rate of $8 per hour, as approved in the 2009-2010 Budget. A roll call vote was taken. Herpolsheimer: Aye; Madeline: Aye; Mason: Aye; Lacey: Aye and Ochadleus: Aye. MOTION CARRIED.

 

COMMITTEE REPORTS

 

1.         FIRE:  Chief Warford reported:

 

            a)         There were ten fire runs in the month of June.

 

            b)         The old fire truck will be listed for sale on Ebay.

 

            c)         Two fire fighters have graduated from Fireman’s 101 & 102.

 

            d)         Four new fire fighters will be joining the Fire Department in the fall.

 

2.         PARK:   Park Manager Madeline reported:          

 

            a)         The new John Deere tractor has been delivered.

 

            b)         Two weeks ago there was a problem with the tables in the back pavilion being tipped over and the back Port a John was tipped over.

 

3.         PLANNING COMMISSION: The July Planning Commission meeting was canceled.

 

4.         ATTORNEY REPORT:  Attorney Gildner reported that June was relatively quiet.x

 

5.         AMBULANCE:   None.

 

6.         CEMETERY:   Supervisor Ochadleus reported that Bill Winslow is doing an excellent job taking care of the cemetery.

 

7.         COMMISSIONER REPORT:    None.

 

8.         BOARD:  Supervisor Ochadleus asked Attorney Gildner to look into Steve Soulliere receiving a refund from Soil and Erosion for his surety bond.

 

10.       PUBLIC:   None.       

                                                                                                                              REVIEWING AND PAYING BILLS:

 

The bills were reviewed by the Board in the amount of $61,388.14 and there being no questions:

 

MOTION by Lacey, seconded by Madeline to approve the bills as presented. A roll call vote taken. Mason: Aye; Madeline; Aye; Herpolsheimer: Aye; Lacey: Aye and Ochadleus: Aye. Ayes: All. Nays: None. MOTION CARRIED.

 

There being no further business before the Board, MOTION by Lacey seconded by Madeline to adjourn the meeting at 7:50 p.m. A vote was taken. Ayes: All. Nays: None. MOTION CARRIED.
